That depends on hardware functions, performance and context. Mobile web can serve a simple need; a dedicated app is justified when its capabilities improve the required journey.
Can everything work offline?
Select the available data and actions, then define synchronisation. An approval relying on current server information may require reconnection.
Can we avoid rebuilding everything?
Reviewing journeys, code and interfaces can reveal incremental improvements. Their order depends on operational risk and versions that must remain supported.
What happens after delivery?
